I have always serviced my own. You check for no damage, weigh the cylinder and compare with marked weight, check that the capsule is in date and hasn't been used. Then blow up the lifejacket with a airbed inflator and leave for 12 hours to make sure it doesn't go down. (It is best to do this with the cylinder removed to prevent accidental over inflation). I think the RNLI and seasafe do life jacket tests.
