The next steps in the HRO process should be for ECC to respond to everyone who submitted an objection and to address them. If the objections are sustained after ECC’s response, it will be up to the MMO to decide how to proceed. They might insist on a business plan and a rerun of the consultation, they might let it just go through, or they might opt for a public inquiry. In any event, it will take some months for the pile of objections to be gone through.
